Teodoro Abdiel Méndez is Manager of Information Technology (IT) Audit and Assurance at Pacheco & Asociados, with more than 10 years of professional experience in systems auditing, technology assurance, and IT risk consulting, primarily serving financial institutions, insurance companies, and commercial enterprises in Panama and the region. His practice focuses on the comprehensive evaluation of technology environments, internal control, IT governance, and technology risk management aligned with business strategic objectives

Throughout his career, Teodoro has held technical and leadership roles in internationally recognized firms, including Moore, RSM, and KPMG, as well as in financial institutions and insurance companies with regional relevance. He has led and executed technology audits under a risk‑based approach, applying international frameworks and standards such as COBIT, ISO 27001, NIST, PCI DSS, and the International Internal Audit Framework (IPPF). He has participated in information security assessments, IT general controls reviews, business continuity and disaster recovery evaluations, regulatory compliance, and anti‑money laundering compliance in accordance with Law 23.

His experience includes constant interaction with Boards of Directors, Audit Committees, and senior management, supporting institutional strengthening processes, improvement of controls, management of technology risks, and alignment of the IT function with corporate governance best practices. Additionally, he has participated as auditor and project manager in technology audits for one of the country’s leading financial institutions and for regionally recognized insurance companies, contributing a practical and results‑oriented perspective.

Teodoro holds a Bachelor’s Degree in Accounting and has specialized technical training in network architecture, technical support, and systems maintenance. He also holds certifications in Business Continuity Management (BCM) and Cybersecurity Fundamentals. He served as a member of the Board of Directors of the Information Systems Audit and Control Association (ISACA) for two consecutive terms, reinforcing his commitment to continuous professional development, professional ethics, and the application of international standards in IT audit and assurance.
